Federal Support for Highly Affected Sectors

Minister Bibeau encourages eligible businesses in the region, such as those in the tourism, accommodation and food sectors, to make the most of the new Highly Affected Sectors Credit Availability Program (HASCAP) Guarantee. 

Announced last autumn in the Canadian Government's Economic Statement, the program will help companies heavily impacted by the pandemic to resume or continue operations, cover operating costs and invest in their long-term prosperity. 

The Business Development Bank of Canada (BDC.ca) will work with participating Canadian financial institutions to provide each eligible businesses with guaranteed, low-interest loans of $25,000 up to $1 million to cover operational cash flow needs. 

The business must demonstrate, among other criteria, its financial viability prior to the pandemic, a revenue decline of 50% for at least three months as a result of COVID 19, and having received payments for the Canada Emergency Subsidy (CEWS) or the Canada Emergency Rent Subsidy (CERS) — both extended until June 2021. 

These programs are in addition to other federal measures, such as the Canadian Emergency Business Account (CEBA; up to $60,000 in interest-free loans), extended until March 31, 2021. To date, 87% of the emergency assistance investments made countrywide during the pandemic has come from the Canadian government.
